inspection of fuel lines

INTRODUCTION

Fuel lines must be periodically inspected based on the SCIOS certification. The Government's Activity Decree states that the fuel supply line is part of the inspection obligation for gaseous and solid fuels. Thus, an employer can intervene on time if safety risks arise.

The Foundation for the Certification of Inspection and Maintenance of Combustion Plants (SCIOS - Stichting Certificatie Inspectie en Onderhoud Stookinstallaties) manages the certification scheme. It describes who carries out the first or special inspection (EBI - eerste of bijzondere inspectie), periodic maintenance (PO - periodiek onderhoud) and periodic inspections (PI - periodieke inspecties) on the combustion plants, and how this is done. In case of new installations and existing installations without a basic report (BV - basisverslag), an EBI (VISA inspector) must draw up this basic report himself. In addition, an installation file is required for each installation.

We are a recognized and certified SCIOS body for the execution of PIs and EBIs and have skilled and qualified SCIOS inspectors (EBIs). They have extensive experience with the business and production processes in your industry.

Scope 7 - INSPECTION OF fuel lines

The inspection requirement on a fuel line depends on the fuel used and the power of the device. Usually, the device and the fuel line are subject to inspection according to the Activity Decree if the device is installed in a combustion chamber and the (joint) nominal thermal power exceeds 100 kW. 

SCIOS scope 7A applies to building-related gas pipelines with a design pressure of less than 500 mbar. Industrial gas pipeline installations with more than 500 mbar are covered by scope 7B. Scope 7C has been developed for solid fuels such as diesel or fuel oil. 

Bureau Veritas takes the TD3 technical documentation as a starting point for the scope 7 SCIOS inspection. This states which minimum requirements the inspection must meet. For Scope 7B installations, in some cases, we also check for the presence of the commissioning declaration and whether the re-inspection has been carried out in accordance with the Pressure Equipment Commodities Act. Bureau Veritas is a conformity assessment body for both the Netherlands and the EU for the field of pressure equipment and pipes.

For scope 7C installations, we check whether certificates are present for the tank and installation certificates issued by a REIT* certified company. Such certificates are necessary for the issue of a commissioning certificate.

*REIT: Regeling Erkenning Installeurs Tankinstallaties (Regulation Approval Installers Tank Installations). Previously, this was the Regulation Recognition Installers Tanks and pipe for pressure-free storage of liquid petroleum products.

INSPECTION METHODOLOGY

The inspection is carried out in accordance with the SCIOS Certification Scheme and the Sub-Regulation for Combustion Plants. Bureau Veritas collects relevant data during a visit, and during the inspection day(s). We do this through a visual inspection and measurement and testing checks. We process this data in a report. Upon approval, you will receive the report and the SCIOS certificate.
