ISO 14001 CERTIFICATION & CO2 REDUCTION MANAGEMENT SYSTEM - INTRODUCTION 

Against the background of tangible climate change and global warming, energy management – and thus reducing CO2 emissions – has become a very topical theme in politics and society. The need for concrete measures to significantly reduce energy consumption based on fossil fuels, and to address and further develop alternative, renewable energy sources, turns energy management into a comprehensive theme. Environmental protection and reduction of CO2 emissions – and thus the reduction of global warming – plays a prominent role in this. 
 
In an international context, the above developments have had a driving effect on socially responsible and sustainable entrepreneurship that has gradually been accepted as a condition of success in relation to modern and future-oriented business operations. Global policy initiatives pertaining to reducing energy consumption, as well as European and national legislation – including the European Energy Efficiency Directive (EED) – have entered into force in recent years, and led to a compelling, legal context that will develop and be strengthened further in the future. 

ISO 14001 AND CO2 REDUCTION MANAGEMENT 

At the end of 2017, the CO2 Reduction Management certification scheme was introduced in addition to the ISO 14001 (environmental management) standard, and as an alternative to the relatively unknown ISO 14051 standard ("Material Flow Cost Accounting"). 
 
The combination of ISO 14001 with the CO2 Reduction Management scheme lays the foundation for concrete implementation of the energy and CO2 theme within the (existing) environmental management system of organisations. This combination forms an ISO 14001 environmental management system with a focus on the environmental aspect of energy. The purpose here is to gain proper insight into energy use and energy consumption. This creates concrete reduction possibilities. 
 
The combination of both standards and similar audits guarantees compliance with the EED legislation requirements and is accepted and recognized as such by the supervisory authority RvO (Rijksdienst voor Ondernemend Nederland - Netherlands Enterprise Agency) in addition to certification according to the ISO 50001 standard or the CO2 Performance Ladder standard (from level 3). 

CO2 REDUCTION MANAGEMENT STANDARD CONTENT  

The CO2 Reduction Management scheme has 2 levels (both of which are recognized in combination with ISO 14001 as a way to comply with the EED legislation): 

Level 1 energy management: the possibilities for energy saving is determined per energy carrier for scopes 1 and 2 emissions (*), supplemented by transport 

Level 2 CO2 management: application of an integrated approach and conversion to CO2 emissions for the different energy carriers on which choices are based for achieving maximum emission reductions; requirements for identification of scope 3 emissions (*) 
(*) note: 
 
Direct emissions (Scope 1): emissions from sources owned or controlled by the organisation (buildings, installations, means of transport); 
 
Indirect emissions (Scope 2): emissions from external sources used by the organisation (purchased electricity, heat, cooling and steam); 
 
Up & downstream emissions in the chain (Scope 3): emissions from external sources due to business activities (such as purchased raw materials, outsourced work or business traffic with private vehicles and business air traffic) 

CERTIFICATION PROCESS 

The CO2 Reduction Management standard certification process (in combination with ISO 14001) follows the pattern of generic management system standards. This is based on an implementation methodology in a fixed cycle of 3 years. After a preliminary and review investigation, also called Phase 1 and Phase 2 audit or certification audit, the certified organisation is subject to annual interim investigations. Thus, it is possible to establish whether the standard requirements are continuously met. These investigations are also referred to as surveillance audits. At the end of the cycle, the certified organisation can start a new 3-year cycle that starts with a recertification audit.

ADDITIONAL STANDARDS 

In order to comply with the EED legislation requirements, the fixed combination of the ISO 14001 standard and the CO2 Reduction Management certification scheme must be applied. Additional combinations with management system standards are possible, such as ISO 9001 (quality), ISO 45001 (healthy & safe working) or ISO 27001 (information security). 

ISO 14001 EN CO2 REDUCTIEMANAGEMENT 

Eind 2017 werd het certificatieschema CO2 Reductiemanagement als aanvulling op de norm ISO 14001 (milieumanagement) en als alternatief voor de relatief onbekende norm ISO 14051 (“Material Flow Cost Accounting’) geïntroduceerd. 
 
De combinatie van ISO 14001 met het schema CO2 Reductiemanagement legt de basis voor concrete invulling van het thema energie en CO2 binnen het (bestaande) milieumanagementsysteem van organisaties. Deze combinatie vormt een ISO 14001 milieumanagementsysteem met een verdieping op het milieu-aspect energie. Het doel hiervan is om een goed inzicht te krijgen in energiegebruik en energieverbruik. Hiermee worden concrete mogelijkheden voor reductie gecreëerd. 
 
De combinatie van beide normen en dito toetsing garandeert compliance met de eisen uit de EED wetgeving en wordt als zodanig geaccepteerd en erkend door toezichthouder RvO (Rijksdienst voor Ondernemend Nederland) naast o.a. certificering volgens de norm ISO 50001 of de norm CO2 Prestatieladder (vanaf niveau 3). 

NORMINHOUD CO2 REDUCTIEMANAGEMENT  

Het schema CO2 Reductiemanagement kent 2 niveaus (die beiden in combinatie met ISO 14001 worden erkend als manier om te voldoen aan de EED wetgeving): 

Niveau 1 energiemanagement: per energiedrager worden de mogelijkheden voor energiebesparing bepaald voor de scopes 1 en 2 emissies (*), aangevuld met transport 

Niveau 2 CO2 management: toepassing van een integrale benadering en omrekening naar CO2 emissies voor de verschillende energiedragers waarop keuzes worden gebaseerd voor het realiseren van maximale reductie van emissies; eisen aan identificatie van scope 3 emissies (*)

Directe emissies (Scope 1): uitstoot door bronnen die eigendom zijn of gecontroleerd worden door de organisatie (gebouwen, installaties, vervoersmiddelen); 
 
Indirecte emissies (Scope 2): uitstoot door externe bronnen die door de organisatie worden toegepast (ingekochte elektriciteit, warmte, koeling en stoom); 
 
Up & downstream emissies in de keten (Scope 3): uitstoot door externe bronnen als gevolg van 

bedrijfsactiviteiten (zoals ingekochte grondstoffen, uitbestede werkzaamheden of zakelijk verkeer met privé voertuigen en zakelijk vliegverkeer) 

CERTIFICATIETRAJECT 

Het certificatietraject van de norm CO2 Reductiemanagement (in combinatie met ISO 14001) volgt het patroon van generieke managementsysteemnormen. Dat is gebaseerd op een uitvoeringsmethodiek in een vaste cyclus van 3 jaar. Na een voor- en toetsingsonderzoek, ook wel Fase 1 en Fase 2 audit of certificatie audit genoemd, wordt de gecertificeerde organisatie jaarlijks onderworpen aan tussentijdse onderzoeken. Op die manier kan worden vastgesteld of bij voortduring wordt voldaan aan de normeisen. Deze onderzoeken worden ook wel aangeduid als surveillance audits. Aan het einde van de cyclus kan de gecertificeerde organisatie een nieuwe 3-jarige cyclus opstarten die begint met een hercertificatie audit.

AANVULLENDE NORMEN 

Om te voldoen aan de eisen van EED wetgeving dient de vaste combinatie van de norm ISO 14001 en het certificatieschema CO2 Reductiemanagement te worden toegepast. Aanvullende combinaties met managementsysteemnormen zijn mogelijk, zoals met bijvoorbeeld ISO 9001 (kwaliteit), ISO 45001 (gezond & veilig werken) of ISO 27001 (informatiebeveiliging).
